Matt,
If it were me and I were in your shoes I'd look for a decent used bike
that could be made track-worthy next year but is still street legal this
year, that way it can be rode to the track. Not ideal, but we're talking
compromises already, right? Not sure what your thoughts are on the whole
track bike issue but if I had to do it I'd get something old like an
EX500, GS500 or something that would encourage learning to carry maximum
corner speed, be cheap as snot to maintain and there's a whole host of
upgrades that can be done to make them go faster, and faster (that'd make
a good movie title, doncha think?). Heck, you might even spring for an
SV650 if your wallet is feeling fat.
Anyway, that would at least be one way to keep the ST as is and divert
funds to the track bike straight away. $1500 on a shock for a bike that
will be seeing primarily touring duty from now on just seems like a big
investment considering what you're shooting for in the near future.
My 2¢ (probably worth less in today's market),

Now I plan to do a dedicated track bike for next season (laying out $1000 for the tow stuff on my MDX, and another $1500 for trailer, new track worthy boots, 1-piece leathers, track time costs, etc... has put the bike off to next season). So, I can't justify the cost for upgrading for the track, when the ST won't be on the track for more than a season. But if the shock improved ride quality even for cruising/touring, then maybe.....
