This has been an issue amongst listers since the ST was first released.
Opinion seems to be divided pretty evenly as to whether the rear brakes are
excellent or useless.
My rear brakes are fantastic. Definitely the best I've ever had on any bike.
If the brakes are as bad as you describe then something is amiss, and it seems
to be a common problem.
