Hey Rod,
There's no question that the correct tool is best or that a jammed nut
often won't get the job done. That's why I suggested tack welding.
It's also not easy to find quality (graded) hardware at a home
improvement store. You'll probably have better luck at a hardware
supplier.
I'll send you a couple of photos of the tool I made 5 years ago which
shows no signs of failure.

method, using a thing called a connector bolt that you can get at Home
Depot or Lowes, and a couple of other field expediency tools but they
weren't strong enough. The nuts just broke off and the connector bolt
just twisted. I found a 19mm allen wrench in one of those discount
took places that sells all that "made in China" stuff. Harbor Freight
may have one.
