Agreed - we are on the same page - I did not mean to suggest that you
can steer a bike down a road through body steering alone - just that it
does exist, does aid turning - and that counter steering is necessary.

Matt, it's not a question of "most effect". You just can't steer a bike
without counter-steering. The bike just goes it's own way.
Body position, leaning etc help to maintain lean angles and other
aspects, but only counter-steering can initiate a turn. Certainly you
can improve your cornering by body position, but you must understand and
practice counter-steering to initiate a change of course. Where you
are on a bike can influence the lean angle (witness the Trials guys and
slow-racers) but can't make it take a new direction.
Of course, at this point we are just picking nits.
