5% high I would find acceptable - but >10% ??? - I believe, but am not
sure, that there is UK (or probably EU) legislation that requires speedos
to be better than 10% - my ST speedo would be pushed to pass that standard.
My Citroen Xantia achieves a 4% error whilst SWMBO's Peugeot 205 runs at
about 8% (both high of course).
