It is possible that your first problem and this one may be different. Are 
you noticing any loss of oil externally (either drops on the floor or oily 
film on the motor) ? Do you see smoke from the exhaust ? You say the 
cylinders were replaced. Did they replace the cylinders or liners ? Both ? 
Did they also replace the heads ?
