Well, the grab rail is cast and I am only guessing, but I do not think they
are designed to be weight bearing. Tapping a hole through the grab rail and
inserting a bolt will not create a problem. However the stress of applying
weight to that point may fatigue the grab rail. I quite honestly would not
want to be trucking down the road and have the rail go south on me while
having the bicycle securely attached to the passenger peg.
If you really have the desire to do this, I would go with the Triumph top
rack, which would give you a point to mount the bike carrier to (on
something that was designed to carry a load).
