    To be pedantic - no, you should have your bum off the seat before
you start braking, so that when you've finished braking you just need to 
move your upper body as you turn in.  This upsets the suspension a lot
less than moving your whole body after braking.

    However, in this picture the rider appears to have turned in already 
and just isn't leaning over very far.  Possibly hanging off to make it
more of an "action shot"? :-)

    In his defence, it appears to be a damp English road on a cold day
and the rider may be hanging off to make the most of the available grip.
But on the other hand, the third picture on the page looks like the same
rider taking the same bend bolt upright :-)
