Storage space

I'm looking to increase the miniscule storage space under the seat to carry 
extra stuff.
Typically "stuff" would include a disc lock, can of travel chain wax and a 
vinyl bike cover not to mention the indepensible owner's handbook.
And no, I don't want to add panniers or a topbox, but throw-over panniers 
and/or a tank bag are an option for interstate trips.

Has anybody done any modifications to the underseat area ie. lowering it?  
Rear wheel clearance may be an issue.
